On the past 28th of November the Presidential-decree no. 282/18 was approved which amends the limits of the competency for expenses authorization, reforming as well the IV Appendix of the Public Procurement Law.
It also revoked the article 89.º of the Presidential-Decree no. 77/16, of 14 April on Organization and Operation of the Government of Province Bodies referred the Public Procurement Law articles related to the limits defined for the Province Governor.
The major increase in these limits is due to the decentralization and decrease of the administrative bureaucracy process that aims to promote the celebration of framework-agreements in order to expedite the purchasing process, making it more efficient and simple.
In a practical level this means a 100 % increase in the case of ministers and province governors that now can authorize expenses up to 1 billion Kwanzas against the previous 320 million. In the case of local administrators this increase is near 212%.
This significant de-bureaucratization will allow the national administrative bodies to practice certain acts that were previously forbidden for them to practice, subjected to the Federal President authorization, him being the Executive Power.
